William, Count of Gloucestershire lives in Tewkesbury and has never been encountered by the characters. He has little to do with Kithain politics anymore and the County is in near anarchy. Gloucester has long since been taken by the Welsh.

Apart from Kunti all of the above are seelie, whereas the majority of the non-affiliated are Unseelie and regard the Court as a place for stagnat stick-in-the-muds who must all want to die of banality...
